Requests should be submitted well in advance prior the filming date. No individual crewmember may have criminal case pending, or prior criminal convictions. No certification is required of pending charges, but it is up to the administration of the ministry to make inquires in this regard.
There are several historical prisons not in use that could also work perfectly as a filming locations; contact the local film commission who will have more information about the state of these buildings. In most cases, these are historical locations and so can be easily used as filming locations.

In Italy the Fires Departments are coordinated by the Dipartimento dei Vigili del Fuoco, del Soccorso Pubblico e della Difesa Civile (a internal department of the Ministry of Internal Affair).
You should send your requests to the PR-department or press office of the “Dipartimento” below indicated only after you have already contacted the fire department building you intend to use for your production in order to verify filming options. Requests are examined closely on a case-by-case basis and it is difficult to set a definite timeframe for obtaining permits.

To shoot a movie in a nursery school, applications should be forwarded to the appropriate City Hall. For junior high schools and high schools it is sufficient to reach an agreement with the Principal of the individual school. The summer period is advisable if it is anticipated that filming will take a long time.
In any case, steps must be taken to avoid disrupting school activities. Once an agreement has be reached with the school administration, a notice letter will be sent to the Institution Council of the school indicating the title of the film, and sustaining the need to conduct filming inside the school building.
Applicable sections of the script must be attached. Schools now operate independently in Italy, and accordingly, it is possible that monetary contribution may be requested, which is to been agreed upon a case-by-case basis.
With regard to Universities, it is sufficient to reach agreements with the deans of individual departments, or with department managers, followed by an official notice letter to be sent to the Dean.
